It is an advanced equipment management model that meets the requirements of modern production. The inspection work is the core and foundation of the inspection and maintenance system, which implements the equipment responsibility system of the inspector. The inspector is not only responsible for conducting inspections, but also for equipment management. Responsible for managing the entire process of point inspection and scheduled maintenance.

  

The system of point inspection and scheduled maintenance has been introduced into Chinese production enterprises from Japan for more than 30 years. It began to be applied in the power industry in the mid-1990s and gradually gained widespread promotion and application in power generation enterprises. The characteristics of power generation enterprises are complex system processes, continuous production processes, high degree of automation, and a wide variety of equipment types, including heat engines, rotary machines, high-voltage vessels, electrical equipment, etc., which require safety requirements for production. How to effectively manage production equipment and ensure the safe and economic operation of power production is an important issue that modern enterprises must address. The point inspection and scheduled maintenance system is a comprehensive equipment maintenance system (TPM) that focuses on equipment point inspection management and implements preventive maintenance. It is an advanced equipment management model that meets the requirements of modern production. Through continuous exploration, practice, communication, and improvement by various enterprises in the power generation industry, point inspection and scheduled maintenance have become a modern enterprise management system with systematization, standardization, informatization, and intelligence.



1、 Inspection work in the inspection and maintenance system


  

Inspection is a standardized process used to detect and handle equipment defects early. It adopts principles such as "designated personnel, designated locations, regular, standardized, and standardized methods" to conduct a comprehensive inspection and analysis of equipment, evaluate its health status, and guide later management work such as equipment maintenance. The inspection and maintenance system is a management system with inspection as its core. Inspection is the foundation of scheduled maintenance. Through inspection and scheduled maintenance, equipment is inspected in a planned and standardized manner, and equipment status information is collected for health diagnosis. Based on the inspection conclusions, corresponding maintenance strategies are formulated, preventive maintenance is implemented, and efficient management of equipment is carried out. Compared with traditional planned maintenance, the point inspection and scheduled maintenance system based on point inspection is more flexible, and the maintenance strategy is more optimized, which not only prevents equipment from "over repair" but also prevents equipment from "under repair", improves equipment reliability and availability, and reduces equipment maintenance costs. Therefore, the effective implementation of inspection work and the professional quality of inspectors determine the management level of inspection and maintenance.

  

The inspection management system is self-contained, focusing on equipment inspection and forming a standardized and regulated inspection system with inspection employees as the core. During the gradual implementation of inspection and maintenance, power generation enterprises have established a relatively complete inspection management system, including management standards, work standards, and technical standards. This mainly includes standardized management methods for inspection classification, equipment inspection standards, equipment technical standards, equipment maintenance standards, inspector work standards, equipment inspection management processes, equipment five layer protection system, work ticket system, inspection work ledger, and other norms, forming a systematic and scientific management system. The inspection work is carried out in accordance with these standards and specifications, as well as the prescribed procedures and technical standards.



2、 Inspection personnel and inspection management


  

The inspection work is the core and foundation of the inspection and maintenance system. Only by comprehensively and high-quality completing the basic content of equipment inspection management requirements, quickly and accurately judging the health status of equipment, understanding the trend of equipment degradation, can reasonable defect management be achieved, equipment degradation development be prevented, maintenance strategies be optimized, maintenance plans be formulated, and equipment refined management be realized. According to the concept of full staff equipment maintenance management, operators use equipment while conducting basic daily inspections, known as job inspections. Maintenance personnel repair equipment and undertake operational inspections, while inspectors are the core of conducting inspections, responsible for regular professional and precision inspections. Among these three parties, inspectors hold a central position. This has formed a five layer protection system for equipment, including daily inspection, professional inspection, precision inspection, precision testing, and technical diagnosis. The inspector collects, summarizes, analyzes, and processes all inspection contents, while also managing the information of equipment inspection data. The inspection work is carried out by grassroots inspectors. The implementation of spot checks includes the development of standardized operation contents such as equipment spot check locations, spot check contents, spot check methods, spot check standards, and spot check cycles, the preparation of spot check plans and route maps, the completion of equipment spot checks in accordance with the above requirements, and the establishment of spot check ledger management. The inspection ledger comprehensively records the content of inspection work. By accumulating inspection data, inspectors can analyze the laws of equipment degradation, study countermeasures for equipment degradation, continuously improve and perfect technical standards, enable early detection and handling of equipment failures, reduce equipment failure rates, and improve equipment reliability.

  

The inspection and maintenance system implements the equipment responsibility system for inspectors. The inspector is the "owner" of the equipment and is responsible for the entire life of the equipment. Specifically, from the supervision and procurement of the equipment, to installation and commissioning, from operation and maintenance to maintenance and renovation, to the dynamic management of the entire process of equipment abandonment (PDCA). Therefore, the inspector is not only responsible for the implementation of inspections, but also for equipment management. Responsible for managing the entire process of point inspection and scheduled maintenance. Inspectors have four basic functions: 1 The inspector is a material officer who prepares and manages equipment spare parts and material plans, evaluates equipment procurement costs. 2. The inspector is an equipment status and safety administrator, responsible for collecting, summarizing, and analyzing equipment status information, and conducting preventive management based on equipment importance and different operational requirements. For example, analyzing equipment abnormalities, taking corresponding preventive measures, and improving equipment reliability; 3. Inspection personnel are specialized workers or technicians in the production technology department under the traditional system. Inspection personnel not only need to be fully familiar with the basic knowledge of equipment performance, structure, and production process, but also master various technologies such as equipment technology transformation, maintenance process, quality acceptance, etc. 4. The inspector is the equipment administrator, also known as the project manager, who is in charge of major, medium, and minor repairs during the equipment maintenance process. Therefore, the inspection and scheduled maintenance system implements the function of equipment management on the inspector, making them the front-line managers and truly establishing an equipment maintenance management system with inspection as the core.



3、 Requirements for the work of inspectors


  

The inspector is the direct manager of the equipment, and the management system of inspection and regular maintenance determines that the inspector is a technical composite talent who must possess very high comprehensive qualities. At the technical level, the inspector must be familiar with the production process, understand the equipment structure and performance, operating characteristics, maintenance and repair techniques, including material assembly, design and manufacturing, mechanical processing, installation and commissioning, lubrication and vibration, as well as the ability to inspect, maintain and repair equipment. To carry out equipment management, the inspector must have engineering management ability, engineering budget ability, comprehensive analysis ability, communication and coordination ability. The work of inspectors covers knowledge and skills from multiple professions and fields, which determines that inspectors must also engage in self-management, arrange various tasks reasonably, strive to learn new knowledge and skills, improve their knowledge structure, and enhance their technical analysis and judgment abilities. The training and self-improvement of inspectors should also be included in the inspection and maintenance system.



4、 Conclusion


  

The management approach of point inspection and modification has changed from a maintenance oriented approach to a management oriented approach. Through the work of point inspectors, the responsible parties are clearly defined for the dynamic management of equipment throughout the entire process. Through point inspections, the equipment status is clarified, preventive maintenance is carried out, equipment maintenance costs are reduced, equipment reliability is improved, and the goal of enterprise safety and economic production is achieved.
