The above-mentioned behavior of the company violates Article 72 (1) of the Air Pollution Prevention and Control Law of the People's Republic of China, which states that "materials that are prone to dust such as coal, gangue, coal slag, coal ash, cement, lime, gypsum, sand, etc. should be stored in a sealed manner; if they cannot be sealed, a tight fence not lower than the height of the stacked material should be set up, and effective covering measures should be taken to prevent dust pollution.

According to Article 28 (1) of the Administrative Penalty Law of the People's Republic of China, "When an administrative organ imposes an administrative penalty, it shall order the party concerned to rectify or rectify the illegal act within a specified time limit," and Article 117 (1) of the Air Pollution Prevention and Control Law of the People's Republic of China, "If any of the following acts are committed in violation of the provisions of this Law, the ecological environment and other competent departments of the people's governments at or above the county level shall, in accordance with their duties, order rectification and impose a fine of not less than 10000 yuan but not more than 100000 yuan; if they refuse to rectify, they shall be ordered to suspend work or business for rectification:（1） Materials that are prone to generating dust, such as unsealed coal, coal gangue, coal slag, coal ash, cement, lime, gypsum, sand, etc; （2） For materials that are prone to dust and cannot be sealed, there is no tight enclosure set up at a height not lower than the height of the stack, or effective coverage measures are not taken to prevent dust pollution.”The regulations.

The Ecological Environment Bureau of Tonghua City ordered the company to immediately rectify its environmental violations and take effective measures to prevent and control dust pollution.If the company refuses to rectify the above-mentioned environmental violations, fails to apply for administrative reconsideration, files an administrative lawsuit within the prescribed time, and fails to comply with this decision, the Tonghua Ecological Environment Bureau will (impose administrative penalties in accordance with the law) apply to the People's Court for compulsory enforcement in accordance with the law.
