Project Background:

On July 19, 2020, the People's Government of Ningjin County issued a notice on the implementation plan for the centralized rectification of VOC emission related industrial enterprises in the county for 50 days. It stated that enterprises with an emission rate of ≥ 2.5kg/hour and an air volume of ≥ 60000m3/hour should complete the installation, networking, acceptance, and filing of automatic monitoring facilities (including over limit alarm sensing devices) at their main discharge outlets. Enterprises with fixed sources (exhaust pipes) that are less than the above standards and have an annual emission of ≥ 300kg shall install over limit alarm sensing devices. At the same time, over limit alarm sensing devices shall be installed outside unorganized emission workshops. The specific standards shall be implemented in accordance with the "Notice on Issuing the Technical Guidelines for Installation and Network Acceptance of VOCs Online Monitoring Equipment for Key Industrial Sources" (Jihuanbanzi Han [2018] No. 256) issued by the Hebei Provincial Department of Ecology and Environment.

According to local environmental protection policies, it is necessary to install a "VOCs online alarm monitoring system" in the emission cylinder and connect it to the local environmental protection bureau's cloud platform to wirelessly upload monitoring data in real-time to the bureau's platform.
