On December 17th, the National Development and Reform Commission held a press conference for December in the large conference room on the third floor of the National Development and Reform Commission Central Building. The spokesperson of the National Development and Reform Commission attended the conference, released the macroeconomic operation situation and answered questions from reporters.

The following is a written record:
Meng Wei: Good morning, media friends! Welcome to the December press conference of the National Development and Reform Commission. Firstly, introduce three aspects of the situation to everyone, and then answer any questions you are concerned about.
Regarding the economic operation situation
Focus on reporting data from three aspects.
One is the operation of electricity. From the perspective of power generation, the national industrial power generation above designated size increased by 3.4% year-on-year from January to November, with a growth rate 0.3 percentage points higher than that from January to October. Among them, thermal power, hydropower, nuclear power, wind power, and solar power generation increased by 1.6%, 5.4%, 18.8%, 7.4%, and 13.3% respectively year-on-year. In November, power generation increased by 4.0% year-on-year, maintaining the same growth rate as the previous month.
From the perspective of electricity consumption, the total electricity consumption of the whole society in China increased by 4.5% year-on-year from January to November. Among them, the electricity consumption of the primary, secondary, tertiary, and residential areas increased by 5.1%, 3.1%, 9.4%, and 5.7% respectively year-on-year, while the electricity consumption of the tertiary sector continued to maintain rapid growth. Looking at different regions, electricity consumption is increasing in 27 provinces (regions, cities) across the country. In November, the total electricity consumption of the society increased by 4.7% year-on-year, with a growth rate 0.3 percentage points lower than the previous month.
The second is the approval status of investment projects. In November, the Commission approved 8 fixed assets investment projects with a total investment of 7.1 billion yuan, mainly in the energy industry. Among them, the approved Hebei Xintian Tangshan LNG receiving station export pipeline project (Baodi Yongqing section) is of great significance in ensuring the safety of regional natural gas supply, improving the atmospheric environment, and promoting economic and social development along the route.
The third is the price operation situation. In November, the year-on-year increase in consumer prices for Chinese residents has expanded, and the structural characteristics of rising prices for certain foods such as pork remain prominent.
In terms of consumer prices, the month on month increase in November was 0.4%, with the growth rate narrowing compared to the previous month; A year-on-year increase of 4.5%, with an increase of 0.7 percentage points compared to the previous month; The average increase from January to November was 2.8%. The rise in pork prices remains the main reason for the expansion of CPI growth. Based on the core CPI excluding food and energy prices, the year-on-year increase in November was 1.4%, with an average increase of 1.7% from January to November.
In terms of ex factory prices for industrial producers, the year-on-year decline in November was 1.4%, narrowing the decline by 0.2 percentage points compared to the previous month; The average decline from January to November was 0.3%.
Recent monitoring data shows that pork prices have stabilized after falling from a high level. On December 2nd, the average retail price of pork (lean meat) in 36 large and medium-sized cities decreased by 10.7% compared to early November; From December 2nd to 6th, the average daily price increase was 0.23%. The prices of fruits have also slightly decreased, with the average prices of five fruits including apples and pears dropping by 4.4% month on month in late November.
Overall, the overall price level in China will remain relatively stable in the coming period.
Secondly, regarding the strengthening of financing support for private enterprises and small and medium-sized enterprises
Since the beginning of this year, the National Development and Reform Commission has made positive progress by implementing the "Credit Easy Loan" and issuing corporate bonds to increase financing support for private enterprises and small and medium-sized enterprises.
In September of this year, the National Development and Reform Commission and the China Banking and Insurance Regulatory Commission jointly issued the "Notice on Deepening the Support of Financing for Small and Medium sized Enterprises through Credit Information Collection and Sharing", which aims to solve the problem of information asymmetry between banks and enterprises, urge and guide financial institutions to increase their support for credit loans for small and medium-sized enterprises, and alleviate the problem of difficult and expensive financing for small and medium-sized enterprises. As of now, relevant financial institutions have issued over 1.5 trillion yuan of "Credit Easy Loan" funds, including "Bank Tax Interaction", to eligible enterprises. Leveraging the national credit information sharing platform, they have built a comprehensive credit service platform for financing of small and medium-sized enterprises nationwide and actively promoted its application nationwide.
In terms of strengthening corporate bond financing, since the beginning of this year, we have actively supported high-quality private enterprises with good credit, stable operations, and a role in industrial structure transformation and upgrading or regional economic development to issue bonds for financing. Currently, a total of 31 billion yuan of high-quality private enterprise bonds have been approved. For small and medium-sized enterprises, various methods such as small and medium-sized enterprise credit enhancement collective bonds, venture capital enterprise bonds, and special bonds for entrepreneurship and entrepreneurship incubation are used to fully leverage the role of corporate bonds in supporting the development of small and medium-sized enterprises, and focus on alleviating the problem of difficult and expensive financing for small and medium-sized enterprises. As of now, 58 small and micro enterprise credit enhancement collective bonds worth 48.75 billion yuan, 15 venture capital enterprise bonds worth 43.25 billion yuan, and 34 special bonds for entrepreneurship and entrepreneurship incubation worth 45.07 billion yuan have been approved.
