Baokang County Mayor Du Yunfeng led a delegation to visit Wuhan for inspection and exchange

(Wuhan, September 3, 2025) 2025 marks the 20th anniversary of the concept of "green mountains and clear waters are as valuable as mountains of gold and silver". In order to thoroughly implement the major strategic deployment of the Party Central Committee and the State Council on carbon peak and carbon neutrality, accelerate the promotion and application of new energy-saving technologies, improve the efficiency of green resource utilization in Baokang County, and promote the solid implementation of regional "dual carbon" work, Baokang County organized an inspection team to conduct on-site research in Wuhan.

The inspection team is led by Du Yunfeng, Deputy Secretary of Baokang County Committee and County Mayor. The main members include:

·Cao Ping, Director of the County Government Office

·Jian Youjiang, Secretary of the Party Group and Director of the County Development and Reform Bureau

·Zhang Wenbo, Secretary of the Party Group of the County Investment Promotion Service Center

·Li Jiafu, Secretary of the Party Committee of County Guotou Company

The purpose of this inspection is to draw on advanced experience, connect technological resources, explore a green and low-carbon development path that is in line with the actual situation of Baokang County, and inject new momentum into promoting high-quality economic development in the county.

Smart Leadership in Energy, Empowering Development

On September 2nd, Du Yunfeng, Deputy Secretary of the Baokang County Party Committee and County Mayor, led a delegation to visit our company for inspection and guidance. The company leaders warmly welcomed and received them.

During this period, our chief engineer and automation PhD from Huazhong University of Science and Technology, Chen Tao, gave a special report and demonstration on the application results of the smart energy management platform in field projects (Figure 1). This platform integrates functions such as energy monitoring, data analysis, and visualization. Based on regional geographic information systems, it achieves real-time monitoring and refined control of energy flow, multi energy complementary supply and demand, energy efficiency, and energy consumption behavior of enterprise users within the region. Provide scientific basis for energy management, effectively improve energy efficiency and economy.

After listening to the report, the inspection team highly praised the application effectiveness of the project and stated that the platform provides strong technical support for regional energy management and the implementation of the "dual carbon" goals.

Empowered by technology, precise control

At the subsequent symposium, both parties had in-depth and enthusiastic exchanges on the specific implementation plan and feasible path of the project (Figure 2).

Du Yunfeng, Deputy Secretary of Baokang County Committee and County Mayor, pointed out at the meeting that Baokang County has always been steadfast in implementing the concept of green development in the new era and actively practicing the path of green and sustainable development. He emphasized that 'green mountains and clear waters are as valuable as mountains of gold and silver' is not an empty statement. Baokang County has a profound ecological heritage and abundant green forest resources. How to effectively transform resource endowments into practical achievements in forest carbon sequestration is a key task that urgently needs to be promoted and the core goal of this inspection and exchange.

In response to the specific implementation goals and practical concerns raised by Baokang County, our chief engineer Dr. Chen Tao, based on platform technology and project experience, systematically elaborated a complete and feasible forest carbon sequestration implementation path plan, including key links such as monitoring system construction, data accounting methods, and carbon sequestration trading docking, which was highly recognized by the attendees.

Conduct research on carbon and draw on experience

Subsequently, the inspection team drove to the China Carbon Emission Registration and Settlement Center (referred to as "CCDC") for research. On the 21st floor of the Hubei Carbon Rights Trading Center, where Zhongcarbondeng is located, the staff systematically presented the development process and innovative practices of China's carbon market and Hubei's carbon market to the inspection team (Figure 3), focusing on the new paths and multiple important achievements explored by Hubei in the design of carbon market mechanisms, construction of trading systems, and realization of ecological value.

Comrade Li Wei, the person in charge of Hubei Carbon Exchange Center, made detailed reports on the operation of the carbon market, institutional innovation, and regional coordination. He also had in-depth exchanges with the Baokang County inspection team on practical issues such as carbon quota allocation, compliance and payment, financial innovation, and the connection with the forest carbon sink market. County Mayor Du Yunfeng and his delegation expressed appreciation for the significant achievements made in the construction of Hubei's carbon market, and stated that this survey provides valuable experience and cooperation direction for the subsequent development of forestry carbon sinks and regional low-carbon development in Baokang County.

This inspection not only provides valuable technical reference and model inspiration for Baokang County to explore the mechanism of ecological value transformation and promote the implementation of the "dual carbon" work, but also strengthens its confidence and determination to practice the "two mountains" concept and walk the path of green and high-quality development.
