After vigorously implementing energy-saving policies, various companies have carefully adopted some energy-saving measures, but the effectiveness can only be evaluated fairly and objectively through a scientific attitude and external monitoring. To this end, the country has formulated the national standard GB17167-2006 "Equipment and Handling Regulations for Power Measuring Instruments in Energy Using Units". In order to ensure implementation and scientifically evaluate the energy-saving effect, GB17167 has five mandatory clauses (4.3.2, 4.3.3, 4.3.4, 4.4.5, 4.4.8), whose core content is: all units and equipment that meet a certain energy consumption plan are required to install power monitoring devices, and clear rules are made for the planning of energy consumption, types of monitoring devices, and accuracy levels.

In the appearance of power monitoring, except for electric energy meters and solid coal weighing surfaces, flow meters must be used for other gaseous and liquid power sources (such as crude oil, refined oil, heavy oil, residue oil, natural gas, liquefied gas, coal gas, etc.) and energy carrying working fluids (water, steam). Even for solid power coal, electromagnetic flowmeters or vortex flowmeters can be used in process industries. Therefore, in power monitoring, the appearance of flow has an insignificant and irreplaceable important position.
