The electrical dispatch command center system is based on the guiding ideology, construction principles, overall goals, system structure, and implementation strategies of the "Railway Electrical Management Informatization Plan" and the "Development Plan of Electrical System Safety Monitoring Technology System" (Yundian Signal Letter [2014] No. 460), in order to improve the control of production safety by the electrical equipment maintenance department, command and coordination of on-site emergency rescue, enhance the monitoring of electrical equipment application, strengthen fault diagnosis level, and improve production organization and emergency command capabilities. Key technologies such as database, cloud computing, data mining, workflow, geographic information, intelligent reports, and graphical interfaces are adopted, covering a three-level and five layer intelligent information platform of the railway corporation, railway bureau, and electrical section (including workshops and work areas). The system equipment consists of central computer room servers, dispatch and command center halls, workshop work area terminals, and mobile terminals. The function consists of subsystems such as safety scheduling, production management, equipment management, emergency command, signal comprehensive analysis and diagnosis, and communication comprehensive analysis and diagnosis.
