The flow temperature method introduces temperature and flow rate into heat distribution measurement technology, using the temperature difference of the heat medium and the flow rate of the fixed flow rate of the heating system in the building to introduce them into the heat distribution measurement technology. The concept of relatively stable proportion between the temperature difference of the heat medium and the fixed flow rate of the heating system in the building is used to allocate heat energy based on the temperature difference and flow rate ratio of each calculation unit, and the total heat energy is calculated and distributed by household. The system obtains the flow ratio of each household/riser through a temperature collector, and the collection calculator calculates the thermal energy sharing coefficient of each household based on their inlet and outlet water temperature data and corresponding flow ratio data. Then, based on the measured thermal energy value in the main table, the actual thermal energy consumption of each household is finally calculated.
