·Overall Architecture

According to the operational characteristics of the highway management department and the business requirements of safety management, the architecture design of the entire video surveillance system adopts a hierarchical network management architecture, generally consisting of three levels of management architecture: provincial monitoring center, section monitoring sub center, and grassroots monitoring unit.

·Toll station subsystem

Toll stations are an important component of highway operations and also important locations within highway sections. The important regulatory areas of toll stations mainly include the entrance and exit plazas, toll booths, lanes, and internal spaces. Through visual management of videos, the digitalization and intelligence level of highway operations can be effectively improved.

The toll station monitoring system mainly monitors the entrance and exit plazas, toll booths, and lanes of the highway toll station continuously 24 hours a day. Monitor the queue situation of vehicles at the entrance of the toll plaza, assist in maintaining the order of vehicle queues, and ensure the safety of vehicle passage; Monitor the situation inside the toll booth, supervise the work of the staff, and assist the management work of higher-level departments; Monitor the passing situation of vehicles in the lane, capture license plates, recognize vehicle models, identify vehicle logos, etc., and combine with the analysis of the backend system to achieve functions such as verifying vehicle trajectories and querying vehicles.

·Tunnel subsystem

Tunnels are a key protection zone for the safe operation and management of highways, characterized by narrow, enclosed, and narrow visibility. They have high traffic safety hazards and are easily affected by holidays and weather, leading to an increase in traffic flow and even traffic accidents. Once an accident occurs inside the tunnel, traffic diversion becomes more difficult. Therefore, real-time video control of tunnels is essential in the operation and management of highways.

The tunnel monitoring system adopts complete visual monitoring of the entire tunnel section. During normal operation, it is used to monitor traffic conditions, collect traffic information, and provide necessary basis for traffic control; In case of unexpected situations such as traffic accidents or fires, it is necessary to confirm and issue corresponding alarm information and voice broadcasts, take corresponding rescue and accident handling measures, and fully utilize the real-time monitoring function of the tunnel.

· Field monitoring subsystem

The outdoor monitoring system includes monitoring systems along the line, event detection systems, traffic flow systems, information dissemination systems, etc. Timely, accurate, and complete collection and prediction of various information on the road ahead, such as traffic flow, events, accidents, road conditions, etc., through outdoor facilities (cameras, displays, etc.) along the route. Vehicles along the route can intuitively understand the traffic operation status through the information release system of the road operation center. When a traffic anomaly occurs, the operation center can promptly determine the location of the accident or the obstructed area, and release corresponding guidance and rescue information in real time.

·Service Area Monitoring Subsystem

The service area is an important component of highway operation and also an important place for rest within highway sections. The important regulatory parts of the service area mainly include the entrance and exit of the service area, the parking lot of the service area, and the rest hall. Through visual management of videos, it can effectively improve the management of vehicles and personnel entering and leaving the service area.

The service area monitoring system mainly monitors the entrances and exits of the service area, parking lots, and rest halls of the highway 24 hours a day continuously. The main function is to capture license plates, recognize vehicle models, identify vehicle logos, and manage vehicle retention time through checkpoint cameras; Monitor vehicles that exceed the normal dwell time; By using high-definition cameras in the square to monitor the order of vehicles in the parking lot, the safe and effective operation of the service area is ensured, and the safety of vehicles and personnel entering and leaving the service area is guaranteed.

·Road segment monitoring sub center

The section monitoring sub center is responsible for the access and management of various monitoring devices within the toll stations, tunnels, and outdoor areas of the section, achieving daily road operation monitoring and management. Real time monitoring and management of roads and vehicles within the road section is achieved through a video on wall system, ensuring smooth traffic on highways; Real time control of abnormal driving behavior of vehicles on road sections through intelligent analysis systems; Through the checkpoint capture system, the vehicle's license plate, model, logo and other data information are recorded, providing business applications such as traffic flow analysis, vehicle passing record query, and vehicle trajectory recognition.

The central monitoring system consists of network keyboards, IPSAN storage devices, transcoding servers, video integrated platforms, large screens, software integrated management platform servers, device access gateways, operation and maintenance servers, traffic detection servers, and other equipment, providing comprehensive services to achieve centralized monitoring and management.

· Provincial Monitoring Center

The provincial monitoring center is able to control all road sections. Ability to call and control images of all road segments. At the provincial command center, considering compatibility with third-party systems, a transcoding server and platform access gateway have been set up, and dual video platforms have been configured for dual machine hot standby. In addition to being able to connect third-party devices and platforms, it can also ensure the stable operation of the system.

·Traffic Information Collection and Release Subsystem

The traffic information collection and dissemination system is an important component of the highway traffic safety guarantee system, which is an effective means for traffic managers to timely issue instructions or provide information to road users and ensure driving safety. In the event of adverse weather or traffic accidents that may affect the normal operation of the road, traffic managers can promptly release relevant information through devices such as LED variable information boards and variable speed limit signs to inform traffic participants of the real-time traffic status, so that they can cooperate with the implementation of traffic control measures and ensure smooth traffic.

At present, various devices can be used to collect traffic flow, but real-time traffic flow collection through video capture principles is increasingly valued in engineering applications due to its enormous advantages. The video traffic flow detection system is a computer processing system that utilizes image processing technology to detect and recognize traffic targets. By real-time detection of road traffic condition information and various behaviors of traffic targets, automatic statistics of the number of motor vehicles driving on the traffic section, calculation of the average speed of driving vehicles, and identification and classification of driving vehicle categories are achieved to monitor road traffic condition information. At the same time, the detected and recognized traffic information is stored to provide a basis for analysis and traffic management.

Overall, the system integrates and analyzes traffic data collected by front-end devices, such as traffic flow, vehicle speed, lane occupancy rate, vehicle queue length, and headway, through certain mathematical models to form analysis and judgment results on whether a certain intersection or a certain section of road is congested and real-time vehicle speed. Then, the guidance information can be published on the LED guidance display screen. The implementation of the plan is as follows:

ØThe front-end dynamic traffic information collection system includes dynamic information such as traffic flow and average speed;

ØDynamic traffic information is transmitted through the network to the backend for integration, fusion, and processing, forming publishable content;

ØThe guidance release system software stores the processed traffic information to generate historical data, and publishes the traffic information on outdoor LED traffic guidance screens and other release terminals, achieving the goal of guiding traffic participants' traffic behavior and reducing the occurrence of road congestion.
