1、 Business requirements
The construction of a municipal satellite data center mainly involves the establishment of a "satellite remote sensing integrated application service platform" and its operational support environment. The overall construction goal should have the following functions:
1. To effectively manage massive multi-source remote sensing data, improve the application level of natural resource management and local economic and social development, and provide the public with higher quality satellite remote sensing application products.
2. According to the relevant data policies and management measures of the country on the construction of satellite centers, as well as the positioning requirements of satellite centers in various provinces and cities on data and applications: it has the ability to produce and manage multi-source remote sensing data, extract and produce remote sensing information products, and quickly process and distribute multi-source remote sensing data; Linking various business information, actively updating remote sensing and information products, forming a mining application system based on remote sensing big data, and possessing the ability to provide "remote sensing+spatial data" application services.
3. Based on the actual application needs of various levels of government units and industries, comprehensively carry out research and development of satellite data based application technologies and application services, and connect the spatial information application industry chain; According to the capacity building requirements of satellite data centers in various provinces and cities, establish a fast data acquisition channel to dynamically obtain Earth observation data covering the city level area; And integrate other multi-source satellite remote sensing data to build a massive remote sensing data resource library, establish a software platform for receiving, storing, processing, managing, displaying, distributing, and serving multi-source remote sensing data, complete the construction of information infrastructure, integrate system software and hardware operating environment, establish corresponding security management standards system, and undertake corresponding data and information security and confidentiality management responsibilities, forming data integration, information extraction, rapid processing, and distribution service capabilities. Based on the characteristics of natural resources and the management needs of various levels of units and industries for remote sensing earth observation data and spatial information applications, extensive demonstration applications of "remote sensing+spatial data" will be carried out to promote the spatial information application industry at the municipal level.
2、 Overall framework for construction
Based on satellite remote sensing big data and adopting a service-oriented architecture approach, a satellite remote sensing digital service platform will be constructed to provide various application scenarios demonstration based on satellite remote sensing resource data for social governance and green development. The business system built on this platform can "precipitate" data in real-time into the data center through this platform while supporting business, turning satellite remote sensing data into dynamic and constantly updated data. At the same time, satellite remote sensing resource data and various thematic data can provide support for various business departments, improve business efficiency, and complete application scenarios centered on business.
To meet the application needs of social governance and green development at the provincial and municipal levels, the construction of satellite centers is designed according to a four level architecture.
The first layer is the foundation layer, which includes data storage servers, distributed computing servers, switches, disk arrays, fiber optic dedicated lines, firewalls, etc.
The second layer is the data layer, which includes basic geographic information data, satellite data, thematic interpretation information data, other business data, and a long-term data integration and acquisition mechanism.
The third layer is the platform software support layer, which includes database software, satellite remote sensing data reception and management system, remote sensing image data production software, remote sensing data information product extraction software, product sharing and distribution service system, etc.
The fourth layer is the comprehensive display and application layer, the "remote sensing+spatial data" comprehensive application system, which includes the construction of a comprehensive management display platform for spatial data display, management, and application. It provides application scenarios and shared services for various levels of units and departments such as the National Development and Reform Commission, natural resources and planning, agriculture, forestry, and water conservancy.

The construction of the operational support environment for provincial and municipal satellite centers is mainly based on the provincial municipal satellite data exchange mechanism, determined by the scale of satellite remote sensing data reception, storage, processing, distribution, and service in the next 3-5 years of the municipal satellite center. Following the principles of moderation and scalability, high-performance hardware equipment such as computing, storage, and networking will be organized and purchased. A dedicated fiber optic network will be deployed in the office space of the municipal satellite center to achieve data reception and distribution, and support the daily operation of the future municipal satellite center. The multi-source data reception and management system is the main system platform for the city level center to support remote sensing data reception and management capabilities. According to the satellite remote sensing application business process, the platform business process is divided into the receiving and management stages. The receiving stage is mainly responsible for receiving remote sensing data and is the core of data source management for the remote sensing service support platform, providing a data foundation for subsequent management and application services. The management process realizes the management of various standard image products, achievement image products, and information products.
